Opportunity Overview
The City of Johannesburg Metro is offering a permanent career opportunity for a Head: Finance within its Group Corporate & Shared Services department. This pivotal role involves leading and managing the financial operations for the department.
This position focuses on ensuring robust financial management services are in place, aligning with all relevant public finance legislation and regulations. It’s an opportunity to contribute significantly to the financial governance and strategic objectives of a major metropolitan municipality.
Minimum Requirements
- Matric / Grade 12
- Bachelor's Degree (BCom / BTech in Financial Management / Accounting / Cost and Management Accounting or a related field at NQF Level 7)
- Municipal Finance Management Programme (MFMP) - Certificate in Municipal Financial Management - NQF Level 6, as prescribed by National Treasury, in line with Municipal Regulations on Minimum Competency Levels (Gazette 29967). This must be held at the time of appointment or obtained within 18 months.
- Full compliance with all prescribed Unit Standards for Financial Officials / CFO.
- A minimum of 10 years’ relevant work experience, including at least 5 years at middle management level within the public sector.
- Proven track record in managing:
- mSCOA, GRAP Financial Statements, Budget Reforms
- Revenue Management, Expenditure, Supply Chain, Asset Management
- AGSA audit processes and achievement of clean/unqualified audit outcomes
- A large budget
Key Responsibilities
- Manage and oversee the provision of effective and efficient financial management services to the Department.
- Ensure compliance with the Public Finance Management Act (PFMA), Treasury Regulations, Generally Recognised Accounting Practice (GRAP), and other relevant legislative frameworks.
- Provide Strategic Financial Management & Leadership to ensure that developed procedures, guidelines, and policies are accurate, workable, and project compliant.
What the Work Involves
As Head: Finance, you will be responsible for the daily management and oversight of all financial activities for the Group Corporate & Shared Services department. This includes ensuring meticulous adherence to financial legislation, managing budget reforms, and overseeing critical areas such as revenue, expenditure, supply chain, and asset management. You will work within an office environment, located at 100 Carr Street, Nedbank Building, Newtown Junction, Johannesburg, ensuring that all financial procedures and policies are accurately implemented and maintained.
