The City of Ekurhuleni is looking for a dedicated and experienced professional to join its Real Estate and Development Planning Department as a Regional Executive Manager for Property Management. This is a permanent position crucial for the effective management and strategic oversight of the City's property portfolio.

This role involves leading the Property Management Division at a regional level, overseeing human resources, financial management, and all property-related processes. The successful candidate will play a key role in ensuring the City's property assets are managed to achieve economic, social, and environmental returns while minimising risks and complying with all relevant legislation and Council procedures.

Minimum Requirements

To be considered for this opportunity, applicants must meet the following criteria:

  • A Bachelor's degree in Real Estate, Law, or Public Administration.
  • A valid driver's licence.
  • 5 to 8 years of experience in a management role within Property Management, covering aspects such as leasing, acquisitions, and disposals.

Key Responsibilities

The successful candidate will be responsible for:

  • Managing Human Resources and Financial aspects of the Property Management Division at a Regional level, including all properties within the Council's portfolio.
  • Ensuring the division meets its strategic objectives to maximise economic, social, and environmental returns from the property portfolio, reduce business costs, and protect Council's interests.
  • Providing input on Property Management and Departmental policies, and promoting business strategy.
  • Leading and monitoring the management of Regional offices concerning processing applications for lease or purchase of Council property and managing the region's lease portfolio.
  • Developing and improving effective and efficient operational processes to meet departmental goals.
  • Ensuring Property management inspection reports are properly compiled, recorded, and reviewed.
  • Managing the Council's lease portfolio by collaborating with relevant units to implement the Departmental Real Estate Strategy and Lease policy.
  • Monitoring the effective management of the Council's property portfolio to ensure compliance with legal contracting requirements.
  • Complying with MFMA requirements for collecting monies owed to the City and other relevant legislation.
  • Collaborating with the Facilities Management Division to develop a proactive maintenance strategy and programme.
  • Maintaining communication within Regional offices and the Department, and strategically liaising with internal and external stakeholders.
  • Managing and ensuring compliance with appropriate Service Level Agreements to support service delivery priorities and strategies of the Regional office and the Division/Department.

As the Regional Executive Manager, you will be at the forefront of managing the City of Ekurhuleni's diverse property portfolio. Your daily work will involve significant oversight of both human resources and financial planning within your division, ensuring that operations run smoothly and strategically. You will be responsible for leading regional office teams in handling applications for property leases and purchases, and actively managing the existing lease portfolio.

A crucial part of the role is collaborating with various internal units, such as Facilities Management, to develop and implement maintenance strategies, and ensuring strict compliance with all property legislation and financial regulations like the MFMA. You will regularly engage with internal and external stakeholders, providing strategic input on departmental policies and working to maximise the value and returns from the City's properties. The work will primarily take place within Regional offices, demanding strong leadership and communication skills in a dynamic environment.
