Opportunity Overview
The Border Management Authority (BMA) is inviting suitable candidates to apply for a permanent vacancy as an Officer: Stores. This position is based in Centurion within the Finance and Facility Management - Supply Chain Management Department.
The BMA is uniquely established as an armed service in terms of Section 199(3) of the Constitution, forming the third such service in the country alongside the South African National Defence Force (SANDF) and the South African Police Service (SAPS), as mandated by the Border Management Authority Act No 2 of 2020. This role is crucial for ensuring efficient logistical support within this vital national organisation.
Minimum Requirements
To be considered for this opportunity, applicants must meet the following criteria:
- Qualifications:
- Matric (Grade 12).
- An undergraduate qualification at NQF Level 6 in Supply Chain Management, Procurement, Logistics, Public Administration, Law, Finance, Accounting, Business Management, or ICT.
- Experience:
- A minimum of 3 years of relevant experience in supply chain management or a related field.
- Knowledge:
- Understanding of the Border Management Authority Act, 2020.
- Knowledge and understanding of the Public Finance Management Act (PFMA), National Treasury Regulations and Guidelines.
- Knowledge and understanding of Supply Chain Management (SCM) Regulations, Practice Notes, Circulars, and Policy Frameworks.
- Knowledge and understanding of the Preferential Procurement Policy Framework Act and its associated regulations.
- Other Requirements:
- Flexibility in working hours may be required to meet the demands of the role.
- May be required to work overtime.
- A valid driver’s License.
- Added Advantage:
- Any professional registration in line with Supply Chain Management or Finance (proof of registration with professional bodies must be attached).
Key Responsibilities
The successful candidate will be responsible for a range of functions, including:
- Ensuring an uninterrupted supply of inventory items to various organisational users without delay.
- Preventing both overstocking and understocking of inventory items.
- Ensuring the safe handling of inventory items and preventing damage.
- Implementing processes to prevent inventory items from pilferage, theft, fire, and other risks.
- Minimising costs associated with storage and logistics.
- Ensuring the company’s logistical requirements are met efficiently and financially.
- Maintaining proper and continuous control over inventory items.
- Ensuring the most effective utilisation of available storage space.
- Optimising the efficiency of personnel engaged in the stores department.
- Building and maintaining relationships with all BMA business units for expectations management and knowledge sharing.
- Representing and participating in organisational committees and task teams when required.
- Convening and attending meetings, presenting findings and business cases to relevant stakeholders.
- Implementing timeous communication on progress and challenges in achieving tactical work plans to impact stakeholders.
- Attending industry-related forums, conferences, and workshops to gain insights for business improvement.
- Maintaining close communication with various departments regarding order placement requirements and relevant processes.
- Reviewing and submitting Stores paperwork to the Finance department.
- Ensuring the development and implementation of the risk register.
- Analysing and evaluating internal controls to determine their effectiveness in mitigating risks.
- Assisting in the development of the risk register.
- Updating the risk register in partnership with relevant stakeholders.
- Ensuring compliance with relevant legislation and regulations.
What the Work Involves
As an Officer: Stores, you will be at the heart of the BMA's operational efficiency, primarily focusing on the continuous and secure management of inventory. Day-to-day tasks will involve carefully tracking stock levels to prevent shortages or excesses, ensuring all items are handled safely, and protecting them from damage or loss. You will be responsible for optimising storage space and making sure that the stores department operates efficiently.
This role requires strong internal collaboration, as you will work closely with various BMA business units and the Finance department to ensure logistical needs are met. You will also engage in governance and compliance activities, contributing to the development and updating of risk registers and ensuring adherence to relevant legislation. The position is based in Centurion and may require flexibility in working hours, including potential overtime, to meet operational demands.
