Opportunity Overview
The South African National Roads Agency (SANRAL) is offering a permanent position for a Senior Internal Audit Manager focusing on IT Audit. This role is based in Gauteng and is critical for ensuring good governance, effective IT systems, and robust risk management within the organisation.
This is an opportunity for a skilled and experienced IT audit professional to lead and manage comprehensive IT audit functions, providing strategic insights and assurance over IT governance, systems, and security controls within a public sector entity.
Minimum Requirements
To be considered for this role, applicants must meet the following criteria:
- Education: BCom Honours (Information Systems) / BSc Honours (IT) or an equivalent qualification at NQF Level 8.
- Certifications: Must hold a CISA certification.
- Membership: Must have a valid Membership with ISACA.
- Experience:
- A minimum of 10 years of public sector experience.
- 8 years of IT audit experience, with 5 years at a managerial level.
- 5 years of previous experience auditing a public sector (PFMA) entity.
- Exposure (Advantageous): Exposure to COBIT, Prince 2, cybersecurity, or ITIL.
- Additional Certifications (Advantageous): CISM, CISSP, CA(SA), CIA, or RGA certification.
Key Responsibilities
The Senior Internal Audit Manager: IT Audit will undertake a range of duties, including:
- Strategic Functions:
- Provide input into the development of the strategic plan for the unit.
- Oversee the development and delivery of the operational plan for the assigned portfolio, including staff and stakeholder management.
- Direct the identification, evaluation, and monitoring of risk areas.
- Assist with the development of the Internal Audit Methodology, Annual Risk Based Audit Plan, and the three-year rolling plan.
- Lead the IT audit function in providing value-add audit insights and embedding good governance principles.
- Perform environmental scanning and monitor macro and micro risks impacting the Internal Audit unit.
- Provide proactive value-added assurance and consulting activities.
- Partner with internal and external stakeholders to ensure optimal combined assurance.
- Stay updated on emerging technologies and IT risks, challenge existing processes, and implement best practices.
- Participate in and lead key IT-related steering committees.
- Audit Planning:
- Develop and execute the annual IT audit plan, covering IT general controls, cybersecurity, data governance, and compliance audits, including advisory assignments.
- Assess risks, define audit scopes, design audit programs, and perform fieldwork, including evidence collection.
- Analyse IT risks and evaluate the adequacy and effectiveness of controls to ensure data integrity, confidentiality, and availability of IT systems.
- Lead the review and assessment of control systems, compliance, risk management, and governance.
- Supervise audit performance from identification and planning to the issuance and presentation of final reports to executive management.
- Participate in the development of the annual audit plan in consultation with Management, Risk Management, and the Auditor General.
- Conduct risk and control assessments of assigned departments or functional areas.
- Perform ongoing environmental scanning for emerging risks and stay abreast of relevant legislation.
