Opportunity Overview

The South African Local Government Association (SALGA) invites applications for an Advisor: Community Development position, based in Klerksdorp, North West. This is a 12-month fixed-term contract opportunity within the Infrastructure Delivery & Spatial Transformation & Sustainability Cluster.

This role offers a chance to contribute significantly to community well-being by providing essential support and solutions to provincial government and municipalities. You will play a key part in strengthening institutional capacity and governance across various community development areas.

Minimum Requirements

• A Bachelor’s Degree in Environmental Health / Development Studies or another field of study relevant to the scope of the position.
• 5 years of relevant experience, with at least 1 year at an equivalent level within a medium to large-sized organisation.
• Good working knowledge of environmental health, community safety, and community development.
• Knowledge of SALGA’s Mandate, value chain, business model, and core business objectives.
• Understanding of project management principles.
• Knowledge of the local government sector and its policy, legislative, and regulatory frameworks governing municipal health services, community safety, cemetery management, sport and recreation, social cohesion, and migration.
• Knowledge of government policies, legislative processes, policy research, analysis, monitoring, and evaluation.
• Must have own car and a valid Driver’s License.

Key Responsibilities

• Implement tailored advice, support, and solutions for community development areas such as municipal health services, community safety, cemetery management, social cohesion, migration, library services, and sport and recreation.
• Monitor and guide municipalities on legislative, policy, and procedural compliance to strengthen institutional capacity and governance.
• Represent SALGA on key Inter-Governmental Relations (IGR) platforms and other relevant forums.
• Provide high-quality advice on local government focus areas to municipalities and other spheres of government.
• Establish and maintain partnerships with strategic role-players provincially that benefit local government in health and community services.
• Provide ongoing analysis of challenges, needs, and trends in community development and social cohesion.
• Conduct and interpret research in community development and social cohesion.
• Create a learning and sharing platform to improve municipal efficiency.
• Support the gathering and channeling of information related to the portfolio.

What the Work Involves

As an Advisor: Community Development, you will work from Klerksdorp, North West, focusing on empowering municipalities to deliver critical community services effectively. Your day-to-day work will involve implementing practical advice and solutions across a range of areas, from municipal health to sport and recreation.

You will monitor how municipalities comply with various laws and policies, ensuring good governance. A significant part of your role will involve representing SALGA at important government and community forums and building partnerships with other provincial organisations. You will also be involved in research and creating platforms for sharing knowledge to continually enhance municipal efficiency. You will report directly to the Senior Advisor Inclusive Communities.
