The Roads Agency Limpopo (RAL) is a vital entity established under the Limpopo Roads Agency and Proprietary Limited and Provincial Roads Act 7 of 1998. Its primary mandate involves the planning, design, construction, and ongoing maintenance of the provincial road infrastructure across Limpopo.

RAL is actively inviting applications from suitable, innovative, and credible candidates for the permanent position of Assistant Manager: Project Reporting. This role is integral to the agency's operations, focusing on robust financial oversight and reporting within infrastructure projects.

Minimum Requirements

  • An appropriate Bachelor’s degree or Advanced Diploma at NQF Level 7 in Accounting or Management Accounting, as recognised by SAQA.
  • A minimum of five years' experience in project accounting and infrastructure asset management.
  • Practical experience in infrastructure asset accounting, including asset registers, work in progress, impairment assessments, estimated useful life reviews, and general ledger reconciliations.

Key Responsibilities

  • Review and verify the opening of control files for each project on ACCPAC, including contractor, consultant, social development, and environmental consultant files.
  • Review contract documentation to confirm that all required documents are complete, accurate, and properly filed.
  • Review manual and electronic filing systems to confirm project information is complete, updated, and readily available.
  • Review and verify payment control sheets for completeness and accuracy.
  • Review payment certificates prepared for contractors, consultants, and other parties involved in each project.
  • Confirm that relevant worksheets are attached to each invoice.
  • Verify that payments have been processed correctly and all supporting documents have been filed and updated.
  • After each payment, review updated project file information, confirm all payment documentation has been filed, verify outstanding project costs have been recorded, review final reconciliations, and review the closure of completed contract files (including electronic and manual backups).
  • Review monthly reports (Expenditure IRM and Financial reports) before submission to RAL management and the relevant treasury.
  • Prepare and review reconciliations between the general ledger and relevant subledgers, including infrastructure assets, work in progress, retention, commitments, and contributions by other entities; investigate differences and process approved corrections.
  • Prepare supporting schedules and working papers and address internal and external audit queries relating to project expenditure, contractor payments, infrastructure assets, work in progress, impairment, estimated useful lives, and retention.
  • Confirm that proof of payment is securely retained and readily available for review.
  • Review expenditure requests received from relevant departments, verify against approved budget items, and confirm all required approvals before processing.
  • Report relevant financial, project, and compliance matters to the manager.
  • Identify projects in conjunction with provincial departments and coordinate/review project reports and financial information.
  • Prepare, maintain, and review the roads infrastructure asset register (including assets under construction, work in progress, completed projects, and capitalised infrastructure assets) in accordance with applicable Standards of GRAP and approved accounting policies.
  • Reconcile movements in the infrastructure asset register, including additions, transfers from work in progress, depreciation, impairment losses, impairment reversals, disposals, and closing balances.
