The RAF is seeking a qualified Manager: Talent Sourcing to join their Corporate Support division. This permanent role is crucial for managing talent acquisition services, ensuring that professional and qualified candidates are sourced to meet both current and future expectations of the RAF.
As the Manager: Talent Sourcing, you will manage the talent sourcing function at the Head Office and provide essential support on recruitment-related processes to the various RAF processing centres.
Minimum Requirements
- A Bachelor’s Degree or Advanced Diploma in Industrial Psychology, Human Resources, or a Social Sciences related qualification.
- A Postgraduate qualification in Human Resources, Psychology, or Industrial Psychology related field is advantageous.
- 6 to 8 years of relevant experience as an HR Generalist, or in a Recruitment or Talent Sourcing environment.
- At least 2 years of the required experience must have been at a management level.
Key Responsibilities
- Manage Talent Sourcing by understanding strategic business needs, customising solutions, and ensuring compliance with national recruitment and selection processes.
- Customise and implement suitable staffing solutions to meet the organisation's unique needs.
- Shape talent sourcing plans for strategic and critical skills based on the Business Plan, National Skills Plan, Employment Equity (EE), and market forces.
- Facilitate the administration of psychometric assessments using service providers.
- Review and analyse current systems to ensure continual optimal utilisation.
- Conduct research, benchmark, and implement best practices in recruitment, such as e-recruitment, social media, and online assessments.
- Utilise information generated from systems to improve staffing metrics and inform performance improvement plans.
- Monitor the implementation of strategies and policies to ensure compliance with Talent Sourcing Processes.
- Ensure the maintenance of the Resourcing policy and procedures, implementing changes to improve operational efficiency.
- Develop and maintain relationships with third-party recruitment agencies and staffing firms.
- Develop Service Level Agreements with line management.
- Educate and assist Line Managers with Employment Equity alignment in recruitment processes.
- Formulate effective communication strategies across the organisation to inform key stakeholders of change initiatives in Talent Sourcing.
- Prepare and submit regulation reports as required to provide progress updates and inform management decisions.
- Develop reports, policies, or procedures, guiding the process through alignment with the overall RAF strategy.
- Ensure the sourcing, development, and retention of a high-performance team.
- Manage the recruitment of the operational workforce in line with employment equity targets.
- Manage staff in the department to ensure they achieve objectives aligned with the RAF's strategic goals.
- Allocate, direct, motivate, and evaluate subordinates to help them achieve their individual goals.
What the Work Involves
As the Manager: Talent Sourcing, you will report directly to the Senior Manager: Human Capital Administration. Your daily work will involve a "high touch" client relationship approach, ensuring that all talent acquisition efforts align with the strategic business needs of each client within the RAF.
You will be responsible for overseeing the entire talent sourcing function at the Centurion Head Office, while also providing crucial support for recruitment processes to the various RAF processing centres. This includes customising recruitment solutions, ensuring compliance with national guidelines, and continuously improving staffing metrics through research and the implementation of best practices like e-recruitment. You will also manage relationships with external recruitment agencies and play a key role in educating line managers on Employment Equity alignment. A significant part of the role involves leading and managing your own team to achieve departmental and organisational objectives.
