Opportunity Overview
The Pan South African Language Board (PanSALB) is a statutory body established under Act 59 of 1995. Its core mandate is to create conditions for the development and promotion of the equal use and enjoyment of all South African official languages.
PanSALB is seeking a dedicated and results-driven individual to join their organisation as a Chief Financial Officer. This is a five-year fixed-term employment contract based at their Head Office in Pretoria, Arcadia.
Minimum Requirements
- A BCom Degree in Accounting/Financial Management or an equivalent NQF 8 qualification in a finance-related field.
- Qualified Chartered Accountant, CA (SA).
- 10 years of relevant financial management experience.
- 5 years of this experience must be at a senior management level within the public sector at the CFO level.
- Experience within a public-funded entity/government department.
- Comprehensive understanding of South African tax requirements and King V (with working knowledge of the transition from King IV).
- Knowledge of Companies Act s28-30 (Accounting Records and Financial Statements).
- Working knowledge of supply chain management governance, including the PPPFA framework.
- Knowledge and experience of GRAP, PFMA, MFMA, Treasury Regulations and Guidelines.
- Knowledge of the Public Audit Act, Public Service Act and Regulations.
- Knowledge of Government accounting financial statements standards, financial systems, Organisational and Government Structures, and principles of financial accounting, financial planning, and budgeting methodologies.
Key Responsibilities
- Implement Management Accounting processes, including planning, coordinating, and managing the budget and MTEF budget process.
- Manage and monitor revenue and expenditure, and ensure reporting aligns with the PFMA.
- Render Financial Accounting Services by monitoring monthly accounting services, managing revenue and banking, overseeing organisational financial systems, and administering salary-related matters.
- Lead the preparation and management of interim and annual Financial Statements, management accounts, mid-year and annual budgets, forecasts, and financial performance reports, along with the procurement plan.
- Ensure the provision of Organisational Supply Chain Management services through monitoring SCM demand and acquisition management.
- Submit quality reports to governance committees and the board.
- Implement mechanisms to prevent and detect unauthorised, irregular, fruitless, and wasteful expenditure and losses.
- Manage the Chief Financial Officer (CFO) function.

The Chief Financial Officer will oversee all financial operations for PanSALB, ensuring sound financial management and compliance with public sector regulations. This involves detailed work in budgeting, expenditure monitoring, revenue management, and preparing comprehensive financial statements and reports. The role requires regular interaction with governance committees and the board, providing financial insights and ensuring adherence to the PFMA, Treasury Regulations, and other relevant acts. A key part of the work will be establishing controls to safeguard against financial misconduct, working in an office environment in Pretoria, Arcadia.
