Opportunity Overview
Nyandeni Local Municipality is seeking to strengthen its Information and Communication Technology (ICT) governance. This effort aims to ensure technology investments support the Municipality’s strategic objectives, improve service delivery, promote digital transformation, and enhance compliance with applicable legislation and governance frameworks.
To achieve these goals, the Municipality is inviting suitably qualified and experienced individuals to serve as the Independent Chairperson of the ICT Steering Committee. This role offers an opportunity to provide critical independent leadership and ensure the Committee effectively manages its responsibilities related to ICT governance, digital transformation, cybersecurity, ICT risk management, and strategic ICT planning.
Minimum Requirements
- A relevant Bachelor’s degree (NQF Level 7) in Information Technology, Computer Science, Information Systems, ICT Governance, Engineering, or a related field.
- At least 5 years of proven experience in ICT Management coupled with knowledge of ICT Governance.
- Demonstrable experience in ICT Governance, Digital Transformation, or ICT Strategy.
- Extensive knowledge of ICT governance frameworks such as ISO 27001, ITIL, King IV Report on Corporate Governance, COBIT, and ISO/IEC 38500.
- Knowledge of the Local Government environment and applicable legislation.
- A Postgraduate qualification in ICT, Governance, Business Administration, or Project Management will serve as an added advantage.
Key Responsibilities
- Chair all ICT Steering Committee meetings.
- Provide strategic leadership and independent oversight on ICT governance.
- Ensure alignment of ICT initiatives with the Municipality’s strategic priorities.
- Monitor implementation of the Municipal ICT Strategy and ICT Master Plan.
- Guide the Committee on ICT governance best practices and compliance.
- Oversee ICT risk management, cybersecurity, disaster recovery, and business continuity planning.
- Monitor ICT project implementation and performance.
- Promote sound ICT investment decisions and value for money.
- Facilitate effective decision-making by the Committee.
- Use the Risk Management and Audit Committees to assist the Council to fulfil its responsibilities.
- Ensure compliance with applicable legislation, standards, and governance frameworks.
