Opportunity Overview

Minimum Requirements

• An NQF Level 7 qualification or higher in Public Finance, Economics, Accounting, or Finance.
• A minimum of 3 years' experience in the public finance field, including areas such as financial management, revenue and expenditure management, or budgeting systems.
• A valid driver's license. (For applicants with disabilities who cannot drive, the ability to meet work-related travel commitments is required).
• Knowledge of relevant national and provincial policies and legislation, including the Public Finance Management Act (PFMA) and Treasury Regulations, Division of Revenue Act, Provincial Exchequer Act, and the Public Service Regulatory Framework.
• Understanding of Public Finance Management best practices, National Treasury Guideline documents, and South Africa’s fiscal and monetary policy.
• Familiarity with Provincial policy priorities, Performance budgeting best practices, Vulindlela, Budget formulation, Basic Accounting System (BAS), Standard Chart of Accounts (SCOA), and In-Year-Monitoring (IYM).
• Strong problem-solving, analytical, and numeracy skills.
• Verbal communication and presentation skills, with good interpersonal relations.
• Computer proficiency in MS Excel and MS Word.
• Abilities in research, analysis, report writing, monitoring, forecasting, and basic project management.
• Experience in budgeting, budgeting systems, performance budgeting, and strategic planning.

Key Responsibilities

• Conduct in-year monitoring (IYM).
• Manage aspects related to the Main Budget.
• Work with the Adjustments Estimate.
• Participate in the overall budget process.
• Ensure compliance with the Public Finance Management Act (PFMA).
• Engage with various stakeholders.
