Opportunity Overview

The Housing Development Agency (HDA) is looking for a dedicated Enterprise Risk Management (ERM) Specialist to join their team at the Head Office in Gauteng. This is a crucial role offered on a fixed-term contract for three years.

The successful candidate will play a pivotal role in strengthening the HDA's risk management capabilities. This includes developing and implementing robust frameworks, ensuring compliance, and fostering a proactive risk awareness culture across the organisation.

Minimum Requirements

  • Bachelor’s Degree (NQF Level 7) in Risk Management, Internal Auditing, Commerce, Accounting, or a related equivalent qualification.
  • Professional certification in Risk Management, such as a Certified Risk Management Practitioner (IRMSA) or a Certificate in Risk Management and Assurance (IIA), and/or other recognized certifications.
  • Professional membership with the Institute of Risk Management.

Key Responsibilities

  • Support the development and annual review of risk management policies and frameworks, including the risk management plan, risk appetite and tolerance framework, and Business Continuity Management policy.
  • Identify, quantify, document, and communicate risk exposures across the agency.
  • Research, evaluate, and recommend effective risk management and mitigation strategies.
  • Monitor the implementation of risk mitigation plans and facilitate integration where responsibilities overlap.
  • Oversee comprehensive risk management reporting, utilising information technology effectively.
  • Develop and maintain the enterprise-wide risk profile and monitor key risk indicators against established thresholds.
  • Ensure strict compliance with the Risk Policy and provide challenges to mitigating measures applied by departments where necessary.
  • Facilitate and embed a strong risk awareness culture within the HDA.
  • Develop, maintain, and regularly update Operational risk registers for all business units and provinces.
  • Prepare detailed Risk Assessment Reports and provide clear risk dashboards that highlight key risks and mitigation measures.
  • Develop, implement, manage, and monitor an effective Enterprise Business Continuity Governance Framework.
  • Facilitate Business Impact Assessments for Business Units and Provinces and ensure the organisational Business Continuity Plan is updated and tested regularly.
  • Implement the combined assurance plan and contribute to enhancing the internal control environment.
  • Assist in managing organisational insurance and risk financing programmes, including supporting insurance renewal processes and claims administration.
  • Build strong working relationships with internal and external clients/stakeholders and participate in continuous improvement through risk management workshops.
