Opportunity Overview

The Housing Development Agency (HDA) is seeking an Assistant Town Planner to join their team in Cape Town, Western Cape. This is a fixed-term contract position for a period of three years, offering a chance to contribute to vital human settlement development projects in South Africa.

This role is ideal for a professional with experience in the built environment who is passionate about urban planning and land development. The successful candidate will play a key role in identifying and assessing land, conducting feasibility studies, and supporting development planning processes for the HDA's initiatives.

Minimum Requirements

• A relevant diploma or degree in Town Planning.
• 2 years' experience in the built environment.
• Knowledge of GIS and AutoCAD or related spatial information systems (an added advantage).
• Sound knowledge and understanding of deeds information.
• Experience in the compilation of Spatial Plans (including Upgrading Master Plans and PDA Development Plans).
• Knowledge of human settlements development (an added advantage).

Key Responsibilities

• Land and Property Identification
• Implement criteria for appropriate land identification.
• Collect statistical data and prepare reports and maps on topics such as census information and land use.
• Collate and compile land record information to support land identification for human settlement developments.
• Identify appropriate land and properties for the HDA to acquire.
• Research opportunities related to land.
• Assess land in line with HDA criteria and strategy.
• Engage with stakeholders around pre-identified land.
• Research the viability of the land.
• Land Suitability Assessment
• Assess land potential in terms of the approved pre-acquisition feasibility model, considering:
• Geotechnical assessments.
• Land use assessments.
• Environmental impact assessments.
• Financial feasibility assessments, including valuations.
• Integrated development and social infrastructure assessments.
• Development potential and assessments.
• Infrastructure capability and capacity assessments.
• Draft layout plans to support land release requests from government departments.
• Develop planning studies and reports in support of the HDA land acquisition programme.
• Conduct field evaluations and assessments.
• Development Planning
• Provide support and information for the submission of development applications.
• Manage the land use management process for the HDA.
• Evaluate or assist in the evaluation of rezoning, statutory applications, site plans, and other town planning related plans and policies.
