Opportunity Overview
This is a significant leadership opportunity within the Department of Forestry, Fisheries and the Environment, based in Pretoria. The department is seeking a skilled professional for the Deputy Director role in Organisational Development.
This pivotal position offers a substantial annual stipend of R932 292, reflecting the senior level of responsibility involved in shaping the department's structure and operational efficiency. The successful candidate will play a critical role in strategic planning, job evaluation, and change management initiatives.
Minimum Requirements
- A National Diploma (NQF Level 6) in Management Services, Operations Management, Industrial Psychology, or an equivalent qualification recognised by SAQA.
- A minimum of five (5) years of experience in organisational development or a related field.
- At least three (3) years of the required experience must be at an entry/junior managerial level (Assistant Director level or equivalent).
- Demonstrated knowledge of organisational development principles and procedures.
- Experience in strategic planning management.
- Understanding of Human Resource Management and Organisational Development legislations and regulatory frameworks.
- Knowledge of job evaluation grading systems and processes.
- Familiarity with the Public Finance Management Act and Treasury Regulations.
- Proven ability to develop and apply policies.
- Skills in project and change management.
- Knowledge of operational management frameworks and business process mapping.
- Ability to gather and analyse information effectively.
- Sound research, analytical, organising, planning, and presentation skills.
- Excellent communication (verbal and written) and interpersonal skills.
- Ability to work under pressure and for extended hours.
Key Responsibilities
- Manage organisational alignment and maintain the establishment and structure of the department.
- Review and develop detailed organisational structures.
- Conduct research and study statutory documents to inform structural amendments.
- Manage and monitor job evaluation and job description processes.
- Facilitate and coordinate job evaluation of posts in line with Directorate plans.
- Facilitate the appointment and training of Job Evaluation panel members.
- Develop and align Job Evaluation plans, ensuring prioritisation for grading of posts (vacant, newly created).
- Facilitate the development of job descriptions.
- Develop and review Job Evaluation policy as necessary, including research, interviews, and benchmarking.
- Ensure facilitation and coordination of business process mapping and standard operating procedures.
- Manage the mapping of business processes for all services.
- Develop standard operating procedures for all services.
- Facilitate and coordinate change management interventions.
- Facilitate change management workshops for all affected stakeholders.
- Facilitate staff migration, matching, and placement resulting from structural changes.
- Facilitate the implementation of Organizational Functionality Assessments and associated action plans.
- Facilitate information sharing with all relevant stakeholders.
