The Department of Forestry, Fisheries and the Environment is inviting applications for the position of Assistant Director: SCM Performance and Compliance Review in Pretoria. This role is crucial for ensuring the integrity and adherence to regulations within the Supply Chain Management (SCM) processes of the public service.

Minimum Requirements

  • National Diploma (NQF6) in Finance, Accounting, Auditing, Supply Chain Management, Commerce, or a relevant qualification as recognised by SAQA.
  • A minimum of three (3) years of experience in reviewing or auditing Demand and Acquisition Management within Supply Chain Management in the Public Service.
  • Knowledge of acquisition and contract management, procurement and business practices, and the administration and coordination of governance meetings.
  • Ability to establish Demand and acquisition management systems and controls.
  • Ability to develop, interpret, and apply policies, strategies, and legislation.
  • Problem identification and solving skills.
  • Organisation and presentation skills.
  • Interpersonal and diplomacy skills.

Key Responsibilities

  • Review all procurement documentation related to the Request for Proposal (RFP)/Request for Quotation (RFQ) process to ensure full compliance with SCM legislation and prescripts before finalising award decisions.
  • Ensure detailed documentation and verification reviews are conducted at all stages of the supply chain, from need identification to need satisfaction.
  • Monitor compliance with Supply Chain Policy and Procedures, the Public Finance Management Act (PFMA), and its Regulations.
  • Verify compliance with norms and standards, National Treasury circulars, and instruction notices.
  • Assess the contract management process and conduct spot checks to identify non-compliance for the development of corrective action plans.
  • Ensure sound corporate governance and improved compliance with SCM reporting requirements for both internal and external reporting.
