Opportunity Overview

Enoch Mgijima Local Municipality, a Category B local municipality (Grade 5), invites applications for the senior management post of Municipal Manager. The municipality serves the towns of Komani, Whittlesea, Tarkastad, Hofmeyr, Sterkstroom, and Molteno in the northern Eastern Cape Province.

This critical role involves providing strategic leadership, planning, and overall management for the administration of the Municipality. The successful candidate will be responsible for ensuring the efficient and effective functioning of the municipal operations.

The remuneration package for this position is structured in accordance with Government Gazette No. 54505, dated 14 April 2026, which outlines the upper limits of total remuneration packages for Municipal Managers in Grade 5 Municipalities. It includes a 4% remote allowance as per Annexure A of the Gazette. This is an all-inclusive package, which the successful candidate must structure in line with applicable regulations. The contract will be for a fixed term, running from the date of appointment until one year after the election of the next Municipal Council.

Minimum Requirements

  • Matric (National Senior Certificate)
  • A Bachelor’s degree in Public Administration, Political Science, Social Sciences, Law, or an equivalent qualification at NQF Level 7 (360 credits), as prescribed in Annexure B of the 2014 Appointment Regulations
  • A postgraduate qualification in a relevant field is an added advantage
  • A minimum of five (5) years’ relevant experience

Key Responsibilities

  • Carry out the duties of the Municipal Manager as set out in section 55 of the Municipal Systems Act 32 of 2000.
  • Serve as the Accounting Officer of the Municipality in terms of the Municipal Finance Management Act 56 of 2003.
  • Implement the municipality’s Integrated Development Plan and monitor progress against implementation targets.
  • Establish and develop an economically effective, efficient, and accountable administration.
  • Manage the municipality’s administration in accordance with the Municipal Systems Act and all other applicable legislation.
  • Manage the provision of services to the local community in a sustainable and equitable manner.
  • Appoint staff other than those referred to in section 56 of the Municipal Systems Act, subject to the Employment Equity Act 55 of 1998.
  • Ensure effective utilisation, training, and discipline of staff.
  • Provide sound and strategic advice to the political structures and political office-bearers of the municipality.
  • Manage communication between the municipality’s administration and its political structures.
  • Exercise any powers and duties delegated by the Municipal Council or sub-delegated by other delegating authorities.
  • Ensure the implementation of national and provincial legislation applicable to the municipality.
  • Manage the municipality’s financial administration in accordance with the Municipal Finance Management Act 56 of 2003 and related regulations.
  • Ensure compliance with all applicable local government legislation, policies, by-laws, and frameworks.
  • Oversee risk management, internal audit, and governance systems.
  • Facilitate community engagement, public participation, and intergovernmental relations.
  • Perform any other functions assigned by the Municipal Council.
