Opportunity Overview
The Department of Employment and Labour is seeking a dedicated Senior Practitioner for Employee Relations for its Provincial Office in Kimberley, Northern Cape. This is a crucial three-year contract position designed to uphold fair labour practices and manage workplace relations within the department.
This role provides an opportunity for an experienced professional to contribute significantly to the public sector by applying their expertise in labour law and human resource management to resolve grievances, manage misconduct, and represent the department in various labour disputes.
Minimum Requirements
To be considered for this position, applicants must meet the following criteria:
- An undergraduate qualification (NQF level 6) in Human Resource Management or Labour Relations Management, recognised by SAQA.
- A minimum of two (2) years of functional experience in an Employment Relations Management environment.
- A Driver's License will be an added advantage.
- Knowledge of:
- Public Service Commission's rules for dealing with complaints and grievances.
- Public Service Coordinating Bargaining Council resolutions.
- Interpretation of case law and trends in Labour Law.
- Public Finance Management Act (PFMA).
- Public Service Regulations (PSR) and Public Service Act (PSA).
- Labour Relations Act (LRA) and Employment Equity Act (EEA).
- PSCBC and CCMA procedures.
- Basic Conditions of Employment Act (BCEA).
- Demonstrated Skills in:
- Negotiation and People Management.
- Problem Solving and Presentation.
- Planning and Organising.
- Communication and Computer Literacy.
- Report Writing and Conflict Management.
- Research.
Key Responsibilities
The successful candidate will be responsible for a range of duties, including:
- Conducting thorough analysis of all grievances and complaints received from employees across the province.
- Drafting charges and overseeing the finalisation of misconduct cases within the province.
- Representing the Department in all disputes referred to the General Public Service Sectoral Bargaining Council (GPSSBC) and the Commission for Conciliation, Mediation and Arbitration (CCMA).
- Conducting advocacy sessions focused on employment-related matters within the province.
- Providing essential administrative support services to the employee relations section.
What the Work Involves
As a Senior Practitioner, you will be based at the Provincial Office in Kimberley, engaging daily with complex employee relations matters. Your work will involve meticulously reviewing employee grievances and complaints, and taking the lead in drafting formal charges and finalising misconduct investigations. A significant part of your role will be representing the Department in formal dispute resolution forums such as the GPSSBC and CCMA, requiring strong negotiation and presentation skills. You will also be actively involved in educating employees and management through advocacy sessions on employment-related topics, while also providing critical administrative support to ensure the smooth operation of the section.
