Opportunity Overview

The Department of Defence is seeking a qualified individual to join its team as a Risk Management Committee Member. This is a vital fixed-term contract position for three years, based in Pretoria, at the Armscor Building in Erasmuskloof.

This role provides an opportunity to contribute significantly to the Department's governance and strategic management by advising on critical risk management matters. The successful candidate will play a key part in overseeing the implementation of risk strategies and policies across the organisation.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

• A minimum of Grade 12 (NQF Level 4) or equivalent.
• A recognised Bachelor’s degree or Advanced Diploma (NQF Level 7) in Risk Management, Accounting, Auditing, Financial Management, or a relevant field. A postgraduate qualification will be an advantage.
• More than ten (10) years of executive management experience in areas such as Risk Management, Governance, Internal and External Auditing, Anti-Fraud and Corruption, Compliance Management, and Business Continuity Management.
• Previous experience serving in oversight committees, such as Risk Management and/or Audit Committees, is an advantage, preferably within the Public Service.
• Affiliation with a recognised professional body for appointment as a member of the Risk Management Committee at the level of Practitioner (CRM PRAC/) or Certified Risk Management Professional (CRM PROF).
• A high level of integrity, independence, dedication, and inquisitiveness.
• A good understanding of public sector business and controls.
• Proficiency in Risk Management, Ethical Leadership, Corporate Governance principles, the Public Finance Management Act and Treasury Regulations, the Committee of Sponsoring Organizations (COSO) model, and the Public Sector Risk Management Framework.

Key Responsibilities

The Risk Management Committee Member will be responsible for:

• Operating in accordance with the approved DOD Strategic Management Risk Management Charter.
• Advising the Accounting Officer and management on risk management matters at an organisational level.
• Reviewing and monitoring the implementation of the Risk Management Policy, Strategy, and annual Risk Management Implementation Plan across the Department of Defence.
• Providing advice on the integration of Risk Management into strategy, planning, monitoring, and reporting processes.
• Offering guidance on the department’s risk identification and assessment methodologies for assurance of the completeness and accuracy of the risk register.
• Providing guidance on setting the Department of Defence’s Risk Appetite Framework, including tolerance levels across the department.
• Overseeing the implementation of the risk maturity model.
• Ensuring regular interaction and coordination with the Audit Committee.
• Acting as the chair of Strategic Risk Management in the absence of the designated chairperson.
