Opportunity Overview

The City of Johannesburg Metro is offering an exciting permanent career opportunity for a Specialist: MOE within its Group Governance, Shareholder Services Branch. This role is based at 33 Hoofd Street, Braampark Forum 1, Braamfontein.

This position plays a critical role in ensuring that Municipal Entities (ME's) adhere to all applicable legislative requirements, including the Municipal Finance Management Act and Municipal Systems Act. The successful candidate will contribute to developing and implementing corrective action plans for non-compliance and managing risk issues within these entities.

Minimum Requirements

  • Grade 12 certificate.
  • Bachelor's degree (NQF Level 7) in a relevant field such as Commerce, Business/Public Administration, Governance and Compliance, or an equivalent qualification.
  • Minimum of 6 – 8 years of relevant experience at a middle management level within a local government environment.
  • Proven track record in the research project management of several complex, simultaneous projects with pressurised timelines.
  • Experience with strategic, business, planning, and reporting frameworks and requirements is helpful.
  • Experience with supervising and mentoring staff, including supporting professional and leadership development.
  • Valid driver’s license.

Key Responsibilities

  • Ensure Municipal Entities (ME’s) comply with applicable legislation requirements, including the Municipal Finance Management Act and Municipal Systems Act.
  • Provide and develop corrective action plans for non-compliance with corporate and legislative issues across all entities.
  • Identify and document risk issues impacting the entities and liaise with the Deputy Director: Corporate Governance.
  • Develop key performance indicators (KPIs) in line with the sector plan.
  • Develop and direct enterprise governance systems and processes in the municipal entities.
  • Assist the City in monitoring and assessing shareholders’ value derived from the Municipal Entities.
  • Determine shareholder value through monitoring service delivery and municipal legislative compliance.
  • Monitor, evaluate, and report on the financial and service delivery performance.
  • Assess and report on the financial performance.
