Key Responsibilities

  • Manage, plan, organize, control, coordinate, and supervise all salary administration activities, ensuring compliance with accounting practices, Local Government Acts, and the overall financial strategy.
  • Verify earnings, contributions, and statutory deductions for Section 57 and support staff payroll.
  • Prepare, process, and finalize Section 57 and support staff payroll.
  • Control the Section 57 leave register.
  • Coordinate, balance, and reconcile all statutory and statistical returns by their due dates.
  • Manage and control Garnishee/Administration orders.
  • Assist with and provide information for the Section 57 salary budget.
  • Perform other pay office-related duties as required.

The City of Ekurhuleni has a permanent vacancy for an SNR Specialist in Contracts within its Environmental Resource & Waste Management Department. This role is central to managing the full lifecycle of contracts, ensuring efficient service delivery and compliance.

This position is for an experienced professional capable of overseeing contract coordination, performance monitoring, and risk management across various municipal services.

Minimum Requirements

  • A Bachelor’s Degree in Contract Management, Public Administration/Management, Supply Chain Management, or a related field, PLUS 3-5 years’ experience in contract coordination and service delivery oversight.
  • OR a National Diploma in Horticulture or Environmental Management, PLUS 10 years’ experience in contract coordination and service delivery oversight.

Key Responsibilities

  • Perform contract management and coordination by proactively planning the full contract lifecycle, including needs analysis, tracking expiry dates, initiating procurement inputs, and coordinating transitions.
  • Manage the full lifecycle of contracts from award through implementation to close-out, including documentation control, service validation, variation management, and exit reporting.
  • Coordinate the operational rollout of contracts across regions and depots, ensuring contractors align with depot managers, service areas, and municipal service expectations.
  • Monitor contractor performance and compliance against Service Level Agreements and service schedules, collecting evidence and coordinating corrective actions for underperformance or non-compliance.
  • Administer contracts by maintaining audit-ready files for every contract, including signed Service Level Agreements, variation requests, performance records, meeting minutes, correspondence, and service registers.
  • Manage contract risk by identifying and documenting risks from contract implementation, and coordinating the escalation and resolution of service or legal issues.
