The Breede-Gouritz Catchment Agency (BGCMA), also known as the Breede-Olifants Catchment Management Agency (BOCMA), is a water management entity established under the National Water Act, 1998. It is responsible for sustainable and equitable integrated water resource management within the Breede-Olifants Water Management Area in the Western Cape Province.

This vacancy for a Finance Officer: Expenditure is based in Worcester, Western Cape. The position involves managing the entire financial accounting business process within the agency.

Minimum Requirements

Candidates interested in this position must meet the following criteria:

  • Hold a Degree in finance or accounting from a recognised tertiary institution, equivalent to a minimum of NQF Level 7.
  • Possess a minimum of 5 years of supervisory or managerial experience.
  • Demonstrate understanding of public sector financial reporting, including the financial reporting framework (GRAP).
  • Have knowledge and understanding of financial legislation, policies, practices, and procedures, including the Public Finance Management Act (PFMA).
  • Possess a thorough knowledge of anti-corruption strategy and fraud prevention measures.
  • Be highly proficient in Microsoft Excel, PowerPoint, Word, and packages related to accounting and finance.
  • Have the ability to work independently with minimum supervision and under pressure.
  • Experience working in an SAP system will be considered an added advantage.

Key Responsibilities

The Finance Officer: Expenditure will be responsible for a range of duties, including:

  • Assisting with the preparation of Annual Financial Statements (AFS).
  • Preparing monthly and quarterly internal financial reports, as well as weekly, bi-annual, and external statutory quarterly financial reports.
  • Preparing Estimates of National Expenditure (ENE) and MTEF for submission to the National Treasury annually.
  • Performing monthly variance analysis against expenditure.
  • Managing both accounts receivable and accounts payable.
  • Managing fixed assets accounting activities.
  • Reviewing monthly reconciliations and ensuring the accuracy and maintenance of the general ledger and trial balance.
  • Ensuring timeous and accurate payment of suppliers.
  • Ensuring annual assets verification is conducted and all reconciliation items are cleared.
  • Reviewing journals for adjusting the asset register from asset management.
  • Ensuring monthly and annual inventory verifications and the clearing of reconciling items.
  • Maintaining a valid, accurate, and complete General Ledger and Trial Balance.
  • Managing a team of human capital.
  • Drafting submissions and memorandums for approval of transactions and events.
  • Assisting with the review and development of policies and procedures.
  • Assisting with projects and participating in Bid Committees.
  • Coordinating the annual external audit process.
  • Ensuring timeous updating of the asset register.
  • Managing the financial budget process of the entity.
  • Monitoring and interpreting cash flow and predicting future trends.
  • Managing the payroll system in line with policies and procedures and ensuring effective payroll maintenance.
  • Reporting on actual revenue, expenditure, and capital expenditure compared with the budget.
  • Reporting on and managing remedial steps to be taken on any variances.
  • Participating in both the Annual Performance Plan (APP) and Strategic Planning sessions.
  • Reconciling the creditors age analyses to the trial balance, ensuring age analyses are cleared timeously, and following up on long outstanding items.
  • Ensuring proper record keeping of creditors transactions.
  • Resolving invoice discrepancies and responding to vendor inquiries.
