Opportunity Overview

The Department of Agriculture is inviting applications for a Senior Supply Chain Practitioner specialising in Bids. This is an opportunity for individuals with a strong background in supply chain and acquisition management to contribute to the department's operations in Pretoria, Gauteng.

This senior role focuses on implementing and managing bidding processes within the Demand and Acquisition Management Directorate. The successful candidate will play a critical part in ensuring adherence to Supply Chain Management (SCM) prescripts, providing advisory services, and supervising staff within the unit. The Department of Agriculture targets Employment Equity candidates, specifically African Male and Female, Coloured Female, and Persons with Disability, for this position.

Minimum Requirements

A Degree or National Diploma in Purchasing Management, Supply Chain Management, Public Administration (Management), Logistics, or Business Management (Administration).
A minimum of 2 years’ experience in a Demand Management and Acquisition Management environment.
Job-related knowledge of:
Public Finance Management Act
Treasury Regulations
Preferential Procurement Policy Framework Act (PPPFA) and its associated regulations
Departmental SCM procedures and policies
Job-related skills, including:
Computer literacy
Interpersonal skills
Administrative skills
Written and verbal communication skills
Supervisory skills
Ability to work in a team
Ability to work under pressure
A valid driver’s license.

Key Responsibilities

The successful candidate will be responsible for:

Implementing standard operating procedures, Supply Chain policy, and delegations of authority within the bids unit, ensuring adherence to SCM prescripts for all bidding processes.
Providing advisory and secretariat services to appointed specification and bid evaluation committee meetings.
Administering bids, which includes preparing bid documents, partaking in specification meetings, arranging and attending briefing sessions, closing and opening tenders, conducting compliance checks, and preparing bid evaluation reports.
Presenting bid evaluation reports to the Bid Adjudication Committee (BAC).
Preparing management information, statistics, and reports on bids, including providing weekly progress reports and updating the bid register.
Undertaking all administrative functions related to financial and human resource administration, including supervising staff and ensuring procurement aligns with the Demand Management Plan.
