The Department of Agriculture is seeking a dedicated Administrative Officer to join its Internal Control Directorate in Pretoria, Gauteng. This is a crucial Level 07 position that plays a vital role in ensuring sound financial management, efficient supply chain processes, and comprehensive administrative support within the department.

Minimum Requirements

  • A Grade 12 Certificate.
  • A National Diploma in Public Administration, Public Management, Business Administration, or Business Management.
  • A minimum of 1 year of experience in an administration environment.
  • Job-related knowledge of: Public Service Regulation, Financial procedures, Treasury Regulations, Basic Accounting System (BAS), and Logistical Information System (LOGIS).
  • Job-related skills in: Computer literacy, interpersonal relations, organising and planning, communication (written and verbal), analytical thinking, problem-solving, and financial management.

Key Responsibilities

  • Render comprehensive financial management services.
  • Facilitate, plan, oversee, and drive the timely and accurate preparation of annual budgets in line with regulatory frameworks.
  • Compile and manage key financial documents such as the Demand Management Plan (DMP), Medium Term Expenditure Framework (MTEF), Adjustment Estimates (AE), and Estimated National Expenditure (ENE).
  • Oversee the effective, efficient, and economical utilisation of departmental funds.
  • Document and communicate procedures for accessing and shifting funds.
  • Coordinate budgeting, audit, and broader financial functions.
  • Administer Subsistence and Travel claims and other related expenditures.
  • Administer the procurement of goods and services, including compiling and maintaining the Demand Management Plan.
  • Facilitate supply chain management services and monthly, quarterly, and annual reporting on related matters.
  • Maintain control over the safekeeping, utilisation, and maintenance of all assets.
  • Ensure proper administration of sourcing and evaluation of quotations.
  • Capture goods and services on relevant systems like LOGIS.
  • Handle queries from both internal and external clients regarding supply chain issues.
  • Provide general office support services.
  • Supervise, motivate, and develop staff through individual performance agreements.
  • Assist in the development and review of the operational plan.
  • Compile various submissions, memoranda, and responses.
  • Attend to queries from Internal Audit.
  • Administer leave forms and related queries.
  • Make travel and conference bookings and confirmations.
  • Provide secretariat services and maintain accurate records.
  • Administer assets, including maintaining the asset register, liaising with the asset unit during verification, and managing outgoing, ongoing, and allocated equipment.

What the Work Involves

As an Administrative Officer within the Internal Control Directorate in Pretoria, you will primarily operate in an office environment, engaging deeply with the financial and logistical backbone of the department. Your daily tasks will revolve around ensuring compliance with government financial regulations, including the PFMA and Treasury Regulations, as you manage budgets, track expenditures, and oversee procurement processes. You will regularly utilise systems such as BAS and LOGIS to capture and manage financial data and inventory.
